Tom Cremins

Tom Cremins fully retired from the federal government in March 2025 after a distinguished thirty‑three‑year career in public service, including thirty‑one years with NASA. Most recently, he served as the Agency’s Associate Administrator for Space Security Interests, where he led NASA’s efforts at the intersection of national security, international cooperation, and space policy. Over the course of his career, Cremins earned a reputation for excellence in strategy and policy development, international negotiation, analytical assessments, and programmatic execution across organizations of every size and mission.
Cremins spent eleven years in NASA’s front office, serving under three Administrators and two Acting Administrators. In addition to leading the Agency’s space security portfolio, he held several senior leadership roles, including Acting Chief of Staff, Associate Administrator for Strategy and Plans, lead executive for cross‑Agency mission directorate and external alignment, and Presidential Transition Director for two administrations.
Before joining the Administrator’s office, Cremins directed NASA’s legislative liaison division, led the Agency’s independent studies and analyses organization, and served as Deputy Associate Administrator for Management and Policy in the Exploration Systems Mission Directorate. After relocating from Houston to Washington, D.C. in 2003, he became the Assistant Associate Administrator responsible for the health and performance of NASA’s four human spaceflight centers within the Space Operations Mission Directorate. Concurrently, he led a major contributions‑and‑obligations negotiation effort with NASA’s International Space Station partners. In both 2005 and 2010, he was requested by NASA leadership and Senate committee chairs to serve as a Fellow on the Senate Commerce, Science, and Transportation Committee, where he played a central role in shaping two NASA authorization acts.
From 1993 to 2003, Cremins served at NASA’s Johnson Space Center in Houston, Texas. He was the principal negotiator and contract manager with the Russian Space Agency and its major industry partners, and he supported the Center Director through a series of concurrent assignments spanning international cooperation, program management, and strategic planning. Prior to joining NASA, he worked on interagency space security and cooperation initiatives for the Special Assistant to the Secretary of Energy for Space and the Director of the Office of Space. His public service career began in 1991.
Before entering government, Cremins spent six years working on space security and cooperation issues, including engagements with organizations in the Soviet Union. He earned his undergraduate degree from Bucknell University and his graduate degree from The George Washington University. His contributions to NASA have been recognized with all of the Agency’s major medals and awards, including its highest honor, the Distinguished Service Medal.
Cremins resides in Rockville, Maryland, and has two adult children.
