Ambassador C. Boyden Gray

Ambassador C. Boyden Gray is the former U.S. Ambassador to the E.U. and Special Envoy to the E.U. for Eurasian Energy Diplomacy (2008 – 2009). In the Reagan and Bush Administrations, he was a part of the team that developed the landmark executive order on regulatory reform. He was White House Counsel under Bush and also Chairman of the ABA’s Administrative Law Section. While the U.S. Ambassador to the European Union, he saw firsthand the importance of regulatory reform in the international context.
