The Honorable Cresencio Arcos is a retired U.S. Foreign Service Officer who served 26 years in USIA and the State Department. His postings included: the European Community Mission Brussels; Cultural Center Director, Lisbon Embassy; Consul for Press and Culture in both Sao Paulo and Lenningrad (St. Petersburg); Counselor of Tegucigalpa Embassy; and U.S. Ambassador to Honduras. While at the State Department he served as Deputy Assistant Secretary for Latin America and Principal Deputy Assistant Secretary for International Narcotics and Law Enforcement. He was also Vice President at AT&T Corp for International Affairs (market access and regulatory issues) in Latin American and Canada. Later, he was appointed the first Director and Assistant Secretary for International Affairs at the Department of Homeland Security. Currently, he is a Counselor for Government Affairs at KL Gates LLP and a Senior Advisor at the Center for Hemispheric Defense Studies at the National Defense University. He was a member of the President's Foreign Intelligence Advisory Board for Presidents Clinton and Bush.
