Rudolph C. Lohmeyer III

Rudolph Lohmeyer has more than 10 years of experience advising the leadership of major private and public sector organizations on strategic issues. He recently formed The Lohmeyer Group, a consultancy advising corporate and government clients on future-driven strategy and policy design, execution and institutionalization. He most recently served in a non-political role as the Senior Advisor for Long-Term Strategic Planning at the United States Department of State.

Within the Office of Strategic and Performance Planning, Mr. Lohmeyer was responsible for all long-term strategic planning initiatives including development of the joint Department of State/United States Agency for International Development Strategic Plan 2007-2012. Mr. Lohmeyer conceived, designed and directed Project Horizon - a joint 3-year, 15-agency scenario-based strategic planning initiative. This grassroots project ultimately involved more than 300 experts from the public and private sectors and included development of potential future operating environments or scenarios. These scenarios provided the basis for an extended series of senior-level workshops to identify the strategic capabilities most likely to have high strategic value across the full range of future uncertainties. The Project Horizon scenarios are currently being used in wide range of USG agencies including the Departments of State and Defense, Treasury, the U.S. Coast Guard, and were also used by the HELP Commission to test their final recommendations to the U.S. Congress.

Mr. Lohmeyer also designed and led the subsequent Department of State 2025 project in support of Ambassador Thomas Pickering, Dr. Barry Blechman, and Speaker Newt Gingrich in their roles on the Secretary of State's bi-partisan Advisory Committee on Transformational Diplomacy. This year-long effort applied analytical foresight techniques and working sessions with political, business, NGO and academic luminaries to assess the future of diplomacy and the capabilities needed to make it effective in an increasingly complex and turbulent operating environment. Mr. Lohmeyer and his team also provided scenario-based analytic support to the CSIS Embassy of the Future project.

Prior to joining the State Department, Mr. Lohmeyer served in Deloitte Consulting's strategy practice, working both in the private and public sectors. His focus there was competitive strategy, long-term strategic planning, and technology strategy. Previously, Mr. Lohmeyer was an investment banker with Tanner & Company in New York focused on mergers and acquisitions advisory work. He then served as Group Manager at Adobe Systems for eBusiness strategy. He currently is an advisor to the Project on National Security Reform, and also serves on the Advisory Council of CSIS' Global Strategy Institute.

Mr. Lohmeyer has been an invited speaker on long-term strategic planning in a wide range of venues including the Global Futures Forum in Prague, the Lee Kwan Yew School of Public Policy in Singapore, the United States National Defense University, various European Ministries of Foreign Affairs and Defense, the American Society of Civil Engineers, George Washington University, the staff of the Senate Foreign Relations Committee, and various policy think-tanks.

Mr. Lohmeyer received his Bachelor's degree from Stanford University, where he was awarded a Stanford/Krupp Fellowship. He received his MBA in Finance and Masters of International Policy (MPP) from the University of Chicago with honors for his work on the China-US strategic relationship. He is a graduate of St. Albans School for Boys in Washington DC and serves as the 1980s Decade Chairman.
