Agenda 2008 The American Presidency

RUDOLPH C. LOHMEYER III
CSP Senior Advisor
Senior Advisor, Long-Term Planning, Office of Strategic and Performance Planning, U.S. Department of State

Rudolph Lohmeyer has more than 10 years of experience advising the leadership of major private and public sector organizations on strategic issues. He has been an invited speaker on long-term strategic planning in a wide range of venues including the Global Futures Forum in Prague, the Lee Kwan Yew School of Public Policy, the United States National Defense University, the American Society of Civil Engineers, George Washington University, the staff of the Senate Foreign Relations Committee, and various policy think-tanks.

He is currently on leave from his non-political role as Senior Advisor for Long-Term Strategic Planning at the United States Department of State. Within the Office of Strategic and Performance Planning, Mr. Lohmeyer was responsible for all long-term strategic planning initiatives including development of the joint Department of State/United States Agency for International Development Strategic Plan 2007-2012. Mr. Lohmeyer conceived and directed Project Horizon - a joint 15-agency scenario-based strategic planning initiative. This grassroots project ultimately involved more than 300 experts from the public and private sectors and included development of potential future operating environments that provided the basis for an extended series of senior-level workshops to identify the strategic capabilities most likely to have high strategic value across the full range of future uncertainties. The Project Horizon scenarios and approach are now in use across the federal government including at the Departments of State and Treasury and at the U.S. Coast Guard.

Mr. Lohmeyer also designed and led the subsequent Department of State 2025 project in support of Ambassador Thomas Pickering, Dr. Barry Blechman, and Speaker Newt Gingrich in their roles on the Secretary of State's bi-partisan Advisory Committee on Transformational Diplomacy. This effort focused on the future of diplomacy and the capabilities needed to make it effective in an increasingly chaotic world.

Prior to joining the State Department, Mr. Lohmeyer was a member of Deloitte Consulting's strategy practice, working both in the private and public sectors. His focus there was long-term strategic planning. As part of the Federal Government practice, he led significant projects in defense, intelligence, and homeland security. Mr. Lohmeyer also served as an adjunct fellow at the Center for Strategic and International Studies. During his years in the private sector, Mr. Lohmeyer was an investment banker with Tanner & Company in New York focused on mergers and acquisitions advisory work. In that role, he also supported the initial public offering of UPS - then the largest IPO in history. Mr. Lohmeyer then served as Group Manager at Adobe Systems for eBusiness strategy where he reengineered the process for identifying and selecting strategic partners.

Mr. Lohmeyer received a BA in Critical Theory from Stanford University and an MBA in Finance and a Master's of International Policy (with honors) from the University of Chicago.
